Steps to Reproduce:
1. Open a terminal.
2. emerge --sync
3. emerge -s libvorbis

Actual Results:

      Latest version available: 1.2.3
      Latest version installed: 1.2.3


Expected Results:  
*  media-libs/libvorbis
      Latest version available: 1.3.1-rocks
      Latest version installed: 1.2.3

CORRECTION:  6.1 and 7.1 are NOT coupled.

 * revert noise norm to conservative 1.2.3 behavior pending 
   more listening testing

 * Added encoder control call to disable channel coupling
 * Correct an overflow bug in very low-bitrate encoding on 32 bit
