Also an ebuild is available for icc 7.1.030, it does not exist.

you need to download this version of icc manually from premier.intel.com
(I believe that you can get an account for free.)

in that case the ebuild should be marked as fetch restricted... trivial change

either this premier thingy is only validated against internet-exploder or
it's me, however after logging in I'm redirected to https://premier.intel.com/
where i get a 403 error...

having this thing in mirrored somewhere would be nice
