kde-base/kdeartwork-weatherwallpapers should depend on kde-base/kdeartwork-wallpapers

You'll notice the issue if you are in a rainy city and do not have kde-base/kdeartwork-wallpapers installed. You'll get "default_blue" background instead of "There_is_Rain_on_the_Table".

I fixed the issue already for 4.4.2/4.4.9999/9999 in kde overlay, but need someone to commit that to mainline.
