this issue can be solved by adding
keyword nolxc in every udev init.d script

Reproducible: Always

or 
keyword -jail -openvz -prefix -vserver -lxc as for example can be found in /etc/init.d/root 

PS udev also doesnt work in openvz

Isn't it enough to add this keyword to the main one (/etc/init.d/udev)?
If this one is not started, the depended ones aren't started, correct?
