virt-install doesn't come from libvirt. virt-install comes from virtinst which depends on a libvirt built with python.

So the behavior is correct, libvirt installs python bindings with the USE=python flag and another package uses those bindings.

Actually it appears that on someone's trek to nuke built_with_use, the depend got removed.

Since certain versions of libvirt didn't have a USE=python flag and certain versions did, EAPI=2 USE depends didn't cover that case (as I've pointed on the ML).
