I dont seem to be able to reproduce your issue, so it might be a bit harder to track and fix it. Can you try with no LDFLAGS and also, if a different compiler version or disabled pie or ssp support for the compiler does change something (for the first, comment out the LDFLAGS line in /etc/make.conf, for second, choose your compiler with gcc-config)?
This (dev-java/fec-1.0.3-r1) builds successfully for me with CFLAGS="-march=i686 -O2" LDFLAGS="" and the i686-pc-linux-gnu-4.3.4-hardenednopie GCC config. It does not build successfully when using PIE. dev-java/fec-1.0.4 also fails with or without PIE.

CFLAGS and LDFLAGS are not important (I mean: I can leave them with my options or with those you suggested. It works on both setups). I can't compile fec-1.0.4 with any combination.

I also tested emerging with i686-pc-linux-gnu-3.4.6, but it failed (build.log-gcc3 attached). Failed also with i686-pc-linux-gnu-3.4.6-hardenednossp (build.log-gcc3hns). With i686-pc-linux-gnu-3.4.6-hardenednopie, i686-pc-linux-gnu-3.4.6-hardenednopiessp it emerged fine. I left my CFLAGS untouched.
