The 077 umask comes from bug 182428. You can set QUICKPKG_DEFAULT_OPTS="--umask=022" in /etc/make.cofn if you want something less strict.
Thanks for hint, this variable doesn't seem to be documented anywhere. Wrt the umask, well, it doesn't even bundle the "sensitive" files by default ATM - Bug 277902, which potentially causes even more serious issues. I assume the fix mentioned there is for 2.2 branch only?
