first things first i did a emerge --depclean and it removed kde-base/nepomuk-4.4.0 which i thought was kinda odd. After emerge was done doing its dance and i restarted my kde session strigi wasent working because it needs nepomuk. To cut it short i would guess when a user emerges strigi he/she would expect a working setup, so in this case that would mean pulling in kde-base/nepomuk. (i could be wrong about kde policies and stuff).

On a side note kde-pim (kmail kontact agrekator) works just fine, though i get a huge warning that nepomuk isnt working correctly and some features is disabled.

running ~amd64 if there should be any doubt and using kde-4.4.0

I have problems with understanding what you're trying to say here.

kde-base/nepomuk is governed by semantic-desktop USE flag and having it disabled was certainly the cause for nepomuk being picked by --depclean in your case.
It's app-misc/strigi that is dependency of kde-base/nepomuk - hence it's obvious it can't be done the other way around like you suggest.
