Since "build_with_use" has been removed in EAPI 2 and its functionality to query if a package was build with a certain USE-Flag has been merged with "has_version" that should be documented in the ebuild guide.
I would have expected it at least here:
http://devmanual.gentoo.org/function-reference/query-functions/index.html
