I suggest adding a LINGUAS (or ALL_LINGUAS) to make.conf in order to select the
desired languages for NLS support (otherwise a lot of disk space is wasted with
un-needed languages). This could also affect the generated documentation.
(this would be passed to configure when building a package)

I was not suggesting a global LANG variable, only a variable that afcts building
of packages!

yes but a LANG var would take care of that ... why have LANG and LINGUA when
it would probably just be like:
LANG=de
LINGUA=de
