The configure check for postgresql is using
#include <libpq-fe.h> 
without -I/usr/include/postgresql
So the file is not found

I have a symlink:

lrwxrwxrwx 1 root root 38 May  9 08:52 /usr/include/libpq-fe.h -> /usr/include/postgresql-8.4/libpq-fe.h

It gets set by eselect postgresql. Can you check if and why this symlink is missing on your system?

It was missing, and I do not know why. It was not created until I ran 'eselect postgresql --setall 8.4' even though eselect postgresql already showed 8.4 as being the 'active' version and I would expected (from the help description) 'eselect postgresql --update' to have created it.

On a "clean" install, the symbolic link is created properly by the dev-db/postgresql-base ebuilds.

Clean being the first time the PostgreSQL libraries are installed or the obsolete dev-db/libpq is un-merged prior to emerging dev-db/postgresql-base. If dev-db/libpq is un-merged after dev-db/postgresql-base, all sorts of nasty things can happen, including the removal of symbolic links and header files.

The transition to EAPI2 in the ebuilds didn't take into account that '!' is a soft block and that '!!' returns to the previous behavior. The upcoming commit should resolve this bug if that's the case.

The -r1's have been committed to the tree. This bug should be resolved.
