devicekit-power developpers has decided to rename it UPower and UPower-0.9.0 has been released now.
This should be in tree and dependencies on devicekit-power should become a dependencies either on upower or on devicekit-power.
Here is a modified ebuild of devicekit-power for upower. 
app-misc/tracker-0.7.17, gnome-base/gdm-2.28.2 and gnome-base/gnome-session-2.28.0 works fine with it, didn't try with gnome-power-manager since I don't have it installed. I am running on ~amd64

True. Basically this is version bump with move request:

The API will change soon, so while this can be a pkgmove for now, we'll have to remove it at some point when the API is broken.

IMHO, we shouldn't do a pkgmove.
