octave drops sci-libs/hdf5[mpi] silently if not compiled using mpi wrappers. See attached config.log

Before we do anything here I'd like to discuss the 
issue I brought up in the tracker bug.

Hi  Kacper,

Thanks again for your bug-report. As discussed in #303391
I've solved the issue in this case via "has_version" to avoid
the introduction of an mpi useflag.
