x11-libs/startup-notification is purportedly masked because Interix doesn't support xcb-util, however xcb-util works for me -- or at least it compiles, installs, and passes ebuild test.

Reproducible: Always

Steps to Reproduce:
1. emerge x11-libs/startup-notification

Actual Results:  
red stuff on console

Expected Results:  
green stuff on console

Maybe mduft had trouble with it on a specific version of Interix
