As a result of fixing bug #30138, netkit-telnetd now requires virtual/inetd. I am using gentoo on a 
laptop, so don't want to run any servers. However, I need telnet for remote debugging. Would it be 
possible to split telnet and telnetd into separate packages so that users who don't want to run 
servers don't need to install inetd? I realise that this was discussed ages ago in bug #4650, but 
splitting telnetd wasn't the main point of that bug, which is now closed.

this has been discussed before, review Bug 12499 for some concise history
on this (and why it probably wont happen)
