NetEmul is a programm for simulating computer networks.
It makes possible to build, configurate networks and
varify its availability. This programm allows begginers
to see a principles of operation CN and gives a scope
for experiments.

debug in IUSE is redundant. License is unclear, see copyright file it mentions LGPL-2.1. Also do you want this project to be added into the tree or Sunrise? co-maintain?

Also as is this ebuild installs files into /usr/local/ instead of /usr/ and documentation should probably go into /usr/share/doc/$PF
