This test seems to run automatically when mono is installed.
Still fails in sys-devel/gettext-0.17-r1 (I only see msgunfmt-csharp-1 fail, however -- but that's probably because of USE differences).

I'm very sure that this test failure with the msgunfmt-csharp-1 test is fixed by the following upstream commit which is in gettext-1.18.
