The ibus-qt-1.2.0.20091216 has a hard-dependency on doxygen and cannot be disabled by setting USE flags. Normally the doxygen is just useful to build the documentation. I think this dependency should be handled just like other gentoo packages that use a 'doc' USE flag to enable/disable building the documentation with doxygen.
