I hoped 2.7 release would help here, but no dice :/ The only relevant link I found on the net on this was some obscure request for arm cross-compilation (without answer). As this is basically a hacked version of gcc, it's hard to hunt down what's causing tests to fail :/
llvm-gcc is now test-restricted (and on its way out of portage soon), as it basically has the same test suite as gcc, which is not intended to run properly (as pointed by dirtyepic in a recent discussion on gentoo-dev). dragonegg, llvm-gcc's replacement, is a simple plugin to >=gcc-4.5, so it will not have all the problems of llvm-gcc
