Try to 'emerge -1 e2fsprogs-libs util-linux'. If the problem with 'crypt' useflag on 'world' emerge persists, you probably need to replace device-mapper with a recent lvm2.

_exactly_ the same for me: 1. I've updated the system 2. Added 'sys-apps/hal -crypt' to package.use 3. emerge @preserved-rebuild rebuilts the same set of packages endlessly 4. I've resolves re-emerging e2fsprogs-libs util-linux the first time, and next one alone e2fsprogs-libs, and the problem show out in my case.
Yeah, it really works after rebuilding e2fsprogs-libs twice. Strange...
