The test suite is failing for libcap-ng (at least on ppc).
See attached build log.

Tests pass fine here on amd64, maybe it's a problem with ppc only :-/. Have you tried to report it to upstream? (bugzilla.redhat.com) Good luck!

Works fine for me. Do you have Extended attributes for the filesystems you use in the kernel configuration you use, volkmar?

Indeed, i don't. If it is necessary a check in pkg_setup would be appreciated.

Don't know what tests are you talking about. I'm supposed to detect the type of user filesystem and check if kernel supports extended attributes? 
If so, please do it (and test it) yourself.
