I don't think you're supposed to submit Manifest or Changelog files.
From the doc : (http://www.gentoo.org/doc/en/gentoo-howto.xml#doc_chap6) "Whenever you update a (or write a new) ebuild, you must also update its (or create a new) ChangeLog."
it definitely shouldn't be under "New Gentoo Developers"
i just want to know, do you use this or does any other application use this?
I'm sorry, I was a little lost since I didn't read the doc for submitting ebuild. I use this for some student work. It would be used for business application since you can make some expert systems very easily with it.
