Could you add to portage something that upstream blessed? Aka they released it? Some rc/beta.
That would be more likely to be stabilisation material than some random snapshot. (If you are coordinating the snapshot numbers with upstream then there is something wrong)

With random snapshots (specialy when there is upstream actualy releasing, even when it is less-often) there can be numerous issues (and the things mostly wont get tested) so they should not really go to stable tree.

These snapshots are ready for stabilization.
4.0_pre3513 is newer than 4.0_rc1 which contains the same content as 4.0_pre3458.

You failed to answer Tomáš's question.  Why are we using random snapshots instead of upstream releases?

Upstream very rarely releases new versions. The situation is similar to e.g. media-video/mplayer, where snapshots also are stabilized.
