sci-libs/ipp-11.1.056 RDEPENDs on icc[+ipp], I've always used ipp with gcc, but this condition makes it mandatory to install icc, when I have no interest in that.

To fix this, what I've proposed is to put a blocker for icc in ipp, so that when you want icc with ipp you'll install icc[+ipp] and not icc and ipp as two separate packages since Intel ships icc with a bundled copy of ipp and other libs, and who wants to install only ipp to use with another compiler, can do it by installing only ipp.

1. emerge -u sci-libs/ipp
