Please for explanation why it is bad head for bug which block this one.

This package was anounced as broken in old bug 267776 i will mask it in 30 days if noone step up to fix it and it will keep the mask until the problem will be fixed.

For your specific ebuild please note that cmake-utils can run only for specified directory.
Just specifying:
CMAKE_USE_DIR="somepath"
and running cmake-uitls_somecall in specified and requred phases should be sufficient enought.

If users still want it they can open new bug and attach cleared ebuild.
This one is treecleaned now.
