perl-core/Archive-Tar-1.54 depends on virtual/perl-Package-Constants, which currently lacks the ~x86-macos keyword. perl-core/Package-Constants-0.02 works just fine (and has many more keywords), though, and I'm not seeing any reason the virtual package would be masked.
