The X Server Configuration HOWTO <http://www.gentoo.org/doc/en/xorg-config.xml> needs MAJOR attention...  I am trying to build a new box and spent a couple of extra days chasing around the problem and recompiling because of this document not reflecting current needs...

1. There is NO mention of the need for the "evdev" input device, just keyboard and mouse.
2. There is NO mention of the need to have hald running, or in the USE flags.
3. There is little info on what people that don't have ATI or NVidia cards should do for driver selection (at least give a pointer to the Xorg driver list!)
4. There is suggestion of using deprecated setup scripts that don't say they are deprecated.
5. There is discussion of changing things in xorg.conf, and instructions to move the xorg.conf generated by Xorg -configure to /etc/X11/xorg.conf
6. I didn't attempt it as I am using a US keyboard, but it looked like the instructions for non-US or multiple keyboard confs didn't match what I saw in the forum when looking for solutions to my problem.

Note, there is a similar bug to this one filed on the "Upgrade guide" but that is a different document so this is NOT a duplicate - though it might make sense to merge the two docs, or at least handle them both at the same time.

I do not feel like I have enough understanding of what the correct procedures SHOULD be to offer any assistance in the re-write, sorry I can't be of help.
