seems the custom AC_LBL_C_INIT macro libpcap ships with pisses off autoconf and in general, looks like a behind-the-back-hack.

if we edit aclocal.m4 and change AC_LBL_C_INIT:
-    AC_BEFORE([$0], [AC_PROG_CC])
+    AC_REQUIRE([AC_PROG_CC])

then it seems to "work", but i dont know how this affects this macro

that doesnt really help.  we know why the code doesnt work, but we dont know what upstream actually wanted to do.

This was fixed by upstream in libpcap-1.1.0.

Can we please get a version that builds with the soon-to-be-stable autoconf stable?
