That's an ancient version. And libpq isn't maintained anymore ... Please migrate to postgresql-base / postgresql-server ebuilds :)
It is the newest stable version in Gentoo. I'm already using postgresql-base ebuild and it depends on dev-db/libpq. Anyway, fixed this issue by including more servers for distfiles in my make.conf.
