German localisation docu says 

"Notiz: Achten Sie darauf, dass das Zeitzonen-Kürzel (in diesem Fall "CET") für Ihre Gegend das Richtige ist."
   means:
"Mind, that the time zone abbreviation is CET!"

Now copying /usr/share/zoneinfo/Europe/Berlin /etc/localtime leads to
# date
Sat Jul 25 00:07:19 CEST 2009

CEST is correct, since we have central european summer time here. http://en.wikipedia.org/wiki/CEST

Nope.

CET is correct. Your zoneinfo will change if you set it at a non-summer time of year; it will say CET. So the example is correct.
