The version in portage tree is 18. I tried to update it myself, but it didn't look trivial.

have you actually tried simulating anything but a trivial circuit? My tests show that ngspice isn't reliable for simulations since version 18. I will update it when it is fixed. In the meantime I suggest you use gnucap. Denis.
