I beg to differ. This bug is only the version bump. That bug refers to changes that would be good to get implemented in the build. These two things can be done independently, though I agree it'd be nice to have both at the same time.
I don't make the final judgment call as to whether the dev's will close this bug or not. Hell, I don't have any authority at all in the bug system. I'm just pointing out what I see. This bug has no ebuilds attached. The other bug already has ebuilds attached (not the latest, but at least a rc of the latest) and do work for some. That, to me, makes this a duplicative effort. Personally, I really don't care which bug makes it as long as the new version gets into the portage tree.
Please don't be so matter-of-fact in the future about whether or not a bug is a duplicate if the bug isn't obviously a duplicate. I did check for version bump requests prior to making this bug. You could have said "Please see bug 222005 for related information and some newer ebuilds". Ebuild inclusion doesn't appear to be necessary to ask for a version bump, and shouldn't be. Otherwise everyday users that know about Bugzilla would be discouraged from letting the busy devs know about new versions. (It appears the game devs are not too interested in Quake-related items.)
So, I think this is fixed. 1.36 is in the tree. Reopen if not.
