Hi,

this is a dependency of the the Scilab-5.x.x ebuild.

GIWS is a package that is used to build Scilab, and has in fact been invented by the Scilab lot in the first place. To my knowledge, there's no ebuild yet in any of the overlays.

Anyone?

This is not a mandatory build dep for Scilab. 
The generated sources are incorporated into the source tree of Scilab...

Well, I guess than GIWS is not really needed anywhere for now.
