sys-libs/libstdc++-v3-3.3.6 can't be compiled if "-fno-strict-overflow" CFLAGS is set.

Reproducible: Always

Steps to Reproduce:
1. Add -fno-strict-overflow into CFLAGS
2. emerge sys-libs/libstdc++-v3
