ISO has proper md5sum. Old 1.4_RC4 stage 1 CD works (gentoo-basic-x86-1.4_rc4.iso). P3 GRP CD 1 works (pentium3-1.4-20030801-cd1.iso). When I boot the 1.4 boot CD (gentoo-basic-1.4-20030803.iso) the root prompt comes up. Ping works. If I type "ifconfig" the console freezes. CTRL+C does nothing. CTRL+Z does nothing. I can switch to another console. The laptop is an IBM Thinkpad T23 model 26478SU. The NIC is an Intel Pro 100. The driver is eepro100. No kernel options were passed. DHCP is being used. Reproducible: Always Steps to Reproduce: 1. Boot CD. 2. Type "ifconfig". 3. Actual Results: Ifconfig hangs. CTRL+C or X will not return control. Nothing from ifconfig is printed out to the console. Expected Results: It should list the regular ifconfig output.

The offender seems to be the "hotplug" service. Disabling hotplug from the kernel boot (e.g. "gentoo nohotplug" allows ifconfig, dhcpcd, net-setup, etc. to work just fine.
old bug, reopen if necessary
Moving these so we can remove the "Install CD" component from "Gentoo Linux". I apologize to everyone for this spam, but according to the bugzilla developers, this is the only reasonable way to do this.
