migrating to sys-apps/openrc-0.4.3-r1 stops /sys from mounting during sys init

Reproducible: Always

Steps to Reproduce:
1. upgrade to sys-apps/openrc-0.4.3-r1 
2. reboot


Actual Results:  
sysfs does not mount at the correct time, preventing other services from starting.  Booting will procede, but it scrolls tons of errors about /sys not being mounted first.

Expected Results:  
normal booting

This happens whether or not parallel startup is enabled in /etc/rc.conf (using baselayout-2).  With parallel start disabled, the errors scroll for less time, but still happen.

A workaround fix to prevent the errors is to rc-update sysfs sysinit.  Once added to sysinit, /sys mounts and and normal booting happens without errors. 

Have not tested to see if this happens on x86, but it seems it would effect that arch too.

Same issue, will use same workaround (I haven't tested it yet).
