Bug 256293 – "QA" severity is not being offered when sending a new bug report, but can be set after

When I want to send a new bug report, I click on "New":
http://bugs.gentoo.org/enter_bug.cgi?format=guided

Then, if I jump to "Severity" field, "QA" is not offered but, once bug is send, I can choose that.

This is causing me to send "QA" related bugs and Bug Wranglers team having to change severity if I forgot to manually change it.

"QA" is description is also missing in:
http://bugs.gentoo.org/page.cgi?id=fields.html#bug_severity

but it's not too important

This seems to work now in Bugzilla-4.

The page does not include explicit listings of the severity choices anymore.
