Reassigning bug to maintainer-needed as wltjr was retired.
Seems that this bug is triggered because there is no OS-specifically determined firebird root directory. Therefore firebird is unable to find intl directory. I manually specified this in /etc/firebird.conf and - no more errors. RootDirectory = /usr/lib/firebird So, someone needs to figure out how is the root directory set by system, not manually. Seems as duplicate to 202680.
