Upstream has fixed this in the next release series (1.2, currently beta), but it'll probably fixed by backport in a future release, so let's make this depend on getting a new version in portage.
I've switched my box to as-needed and can confirm 1.1.22 compiling with as-needed just fine. I didn't bother to test older versions.
This (probably resolved) bug is getting old and we'd like to version bump. Please see blocking/blocked bugs, too. I'm not sure about the etiquette of changing these dependencies.
This bug could need some loving. Bug #218880 includes ebuilds for new versions of inspircd (1.1, 1.2 and git), and does not depend on this bug any longer. Please grab new ebuilds and/or close this bug after 1.1.19 disappeared from portage.
