On 18th October some provinces of Argentina have changed the timezone to GMT-02 and other keep on GMT-03. 

timezone-data-2008g does the change on all provinces. The same with timezone-data-2008h.

The patch taken from https://bugs.launchpad.net/ubuntu/+source/tzdata/+bug/278419, fixes it with the correct timezone-data for each province.

Reproducible: Always

Steps to Reproduce:
1. Change TIMEZONE to America/Argentina/Ushuaia for instance
2. date
3. You will see the date is one hour ahead when it shouldn't
