the ebuild of noweb does not build, looking at noweb web page it describes that
the files mod time's where improperly set in some packages, after I added the
recommended 'make touch' to the compile phase in the ebuild file the package
built fine. So th ebuild should do this.

Steps to Reproduce:
1.emerge noweb
2.
3.

Actual Results:  
can't find notangle, abort

Expected Results:  
duh

this is a duplicate of 23663. there's more information there, including 2 workarounds:

- pause the emerge after the gcc finishes and make touch
- emerge version -r2, then version -r3
