Cyrus-imap-dev fails to detect db4. It looks for db_create in it's configure
script, while db4.0 provides db_create_4000, and db4.1 db_create_4001.

cyrus-imap-dev-2.1.14 is now in portage and should properly detect db4 and it's versioned symbols.
