The URL pretty much describes the problem.  hp-toolbox won't see any of the printers installed (and won't be able to add printers) unless you use the command,

LC_ALL=C hp-toolbox
(the URL describes other remedies in more detail too).

Please post your `emerge --info' and describe the version of net-print/hplip you appear to be having trouble with.

I am using,
hplip-2.8.7
net-print/cups-1.3.7-r1
from portage.

It also happened with the previous version of hplip that I had installed.  It seems to be due to recent version of cups filtering out non-utf printer names.

Well my /etc/locale.gen is,
en_GB ISO-8859-1
en_GB.UTF-8 UTF-8

Does adding a printer via the CUPS webinterface work?
If not please have a look at your /var/log/cups/error_log (you may need to raise the debug level in your cupsd.conf)
If you get something similiar to bug #231111, run the command "locale" and post the output.
Your locale is normally set via /etc/env.d/02locale. For example by inserting:
LANG="de_DE.utf8"
LC_ALL="de_DE.utf8"
and running env-update.

This is the error,

Yep you're not using UTF-8, but you have to setup your system to use UTF-8 for recent CUPS versions in order to work correctly, please follow the Gentoo UTF-8 guide over at:
