The bug follows the bug http://bugs.gentoo.org/show_bug.cgi?id=201485
Yes, "before localmount" is right dependency but hibernate-cleanup still starts after localmount.

Creating /etc/runlevels/boot/.critical and adding hibernate-cleanup before localmount solves the issue but looks like hack.
At least this hack should be mentioned at pkg_postinst() in ebuild.

Look at /sbin/rc for more details about critical services.

Looks like a bug in baselayout's /sbin/rc.

In it's current form /sbin/rc also breaks service starting order for:
/etc/init.d/device-mapper:    before checkfs fsck
/etc/init.d/hdparm:    before bootmisc
/etc/init.d/pciparm:    before bootmisc hdparm
/etc/init.d/udev:    before checkfs fsck

Editing the offending line in /sbin/rc from:

CRITICAL_SERVICES="checkroot modules checkfs localmount clock bootmisc"

to read:

CRITICAL_SERVICES="checkroot modules"

seems to fix the problem.

Not sure why /sbin/rc would not trust the service deptree as it does get the order right.
It instead starts the above services by itself before even considering other service's dep. order.
