Well, I kept doing an "emerge --skipfirst", until my "emerge -e world" was completed. I don't know what was finally rebuilt, but something was eventually rebuilt that made everything else happy. I am able to emerge gnome-applets and libkdepim with no problems now. I would love to know what tool was broken and causing this problem, but I guess there is no way to know now.
