I have even run 'fixpackages' on the effected system, then resynced. The problem now seems endemic: trying to install any package results in this error.
This appears to be a problem with the oregon state mirror. Changing to Georgia Tech in the make.conf file fixes the problem: GENTOO_MIRRORS="ftp://ftp.gtlib.cc.gatech.edu/pub/gentoo"
