This is the same bug as #15243

See the comments I made at the bottom of that bug:

According to the program homepage: "xine-vcdx 1-rc0 has been completely redesigned. This advanced Video CD plugin will most likely replace xine's VCD plugin soon."

Sounds like it's going to be integrated into the program soon.  There might not be a need to include this in portage.
