Several days ago I upgraded my system to use UTF.

locale.gen: 
en_US ISO-8859-1
en_US.UTF-8 UTF-8
LC_ALL=en_US.UTF-8

I made the other changes to my system following the Gentoo guide for UTF.

I found that Eterm takes 10 or so seconds to start up , and uses 100% CPU while doing so. Typing "xmessage Hello" also takes a lengthy time, and gives this warning: "Warning: Missing charsets in String to FontSet conversion." However, using this command to start Eterm starts it up immediately without the CPU usage spike: "LANG=C Eterm". Putting that line into my fluxbox menu also works.

I'm running a sempron 2800, gentoo-sources2.6.23 r8 kernel, fluxbox1.0.0

Confirmed. I saw this issue a little while back. I have ncurses built with USE=unicode FWIW
