mythweb.pl should be made executable on install, to work with the ExecCGI directive in the configuration file (for streaming recordings). Otherwise, a server misconfiguration error is shown.
I can confirm this bug. Apache 2.2.8 with vhosts and mythweb-0.21_p16468. This is not the first version to have the problem.
Since the script is installed in htdocs and not cgi-bin by MythTV upstream, it's by default not executable due to the potential security considerations. I'll have to discuss this with others prior to making a change.
After discussing this with the Gentoo Security team, this change won't be made because it would result in a security issue when installing out of the box. It'll just be added as an einfo

ok. duh. my bag again. (as usual) emerge grabs from: repository: http://svn.mythtv.org/svn/branches/release-0-21-fixes/mythplugins@18355 This looks more of an extremely current issue. I'm sure if somebody hops on even IRC and mentions this, it'll get fixed recursively fast.
... Just irc'ed this to the #mythtv (Developers) channel. ... as it's an SVN commit issue, hopefully somebody should see this a lot sooner.

This ebuild still could use an einfo telling how to resolve this issue.
Newer versions worked around the issues and have solved them. Marking this fixed as a result.
