this is more an enhancement to the install howto, or to rc.conf :
on my system, LC_ALL and LANG.were set to POSIX.
I set them to fr_FR in /etc/profile so that my machine would run nicer,
especially with OPenOffice (deadkeys problem although my XFree config was fine)
and some Consoles.Mostly keyboard weirdness, all solved once this change was made.

Yep, I think a default LC_ALL and LANG should be set in /etc/rc.conf.

This is comming a long way now.  We need a LANGUAGE or LC_ALL or something to
specify the default language.  Guess we should take it to -core again ?

For the root the LANG, LC_ALL variables should be unset... 
There is a lot of problems with compilling packages, if they 
have other than "C" locale specified... 
 
Let the user define "his" locale properties in his ~/.profile

Yes, problem is known.  Basically I believe the issue is rather that merging
things (like openoffice) do not take any kind of language in accout.  We
need some way to be able to tell portage that we want EN and FOO as default
languages for this system, or to that sorts.
